In theory, a Territorial Strategic Plan is made to create conditions for change, and to act upon it as fast as possible by allocating resources (public, private, and from the international community cooperation) to cover basic needs and to help key projects that will take the communities to the desired state. At the end of the creation of a strategic plan, there should be a number of controllable projects and a good observation base of the territory to analyze internal and external changes that can happen during the evolution of the plan.   

The strategic plan needs to concentrate in short, medium and long term basis, not only focusing on the short term cycles with immediate results and leaving behind the structural complex plans to avoid short term difficulties.

1. HEALTH

• Reduce child mortality (Goal IV Millenium Development Goals -MDG).
• Improve maternal mortality rates. (Goal V MDG).
• Fight against HIV/AIDS, malaria and other diseases. (Goal VI MDG).
• Design plans and programs for health promotion and prevention of illnesses.
• Decrease the incidence of underage pregnancy.
• Decrease the incidence of child malnutrition.

2. EDUCATION


• Achieve primary education in the province. (Goal II MDG).
• Eradicate illiteracy in the region.
• Promote gender equity and women’s autonomy. (Goal III MDG).
• Use the benefits of the new technologies in information and communication.
• Improve the quality of reading and writing in primary and secondary levels.
• Train the academic staff of the institutions in the province in new information and communication technologies.

3. EMPLOYMENT AND INCOME GENERATION

• Set up pineapple MD2 crops.
• Set up sugar cane crops.
• Encourage the development of different kinds of crops.
• Encourage beekeeping.
• Encourage aquaculture.
• Project locally and abroad the cocoa industry of Yamasa - Block #2
• Encourage the development of farming sectors.
• Encourage the development of industrial sectors and small businesses.
• Encourage ecotourism in the province.
• Encourage religious tourism.

4. ENVIRONMENTAL SUSTAINABILITY

• Assure environmental sustainability.
• Encourage the protección of basins and rivers.
• Protect the National Park The Haitises.
• Design a master plan for risk prevention and disaster mitigation.

5. INFRASTRUCTURE

• Build a roadway infrastructure based on the needs of the province.
• Build an electric infrastructure based on the needs of the province.
• Build a water management network based on the needs of the province.
• Make sure that all of the habitants of the province have a safe home with the basic needs covered.

6. CULTURE- SPORT – ENTERTAINMENT

• Promote sport as part of child and youth development.
• Promote amateur sports as a way of healthy entertainment.
• Encourage and reinforce cultural expressions (religious, musical, artistic) of the habitants of the province.
• Promote citizen culture and participation of the habitants of the province.
